We will commission a full review of every realm and member nation in the Commonwealth: its engagement, its contribution, and its conduct. Where a realm is growing, we will set out the concrete next steps to help it grow further. Where membership has become nominal, inactive, or detrimental to the body as a whole, we will recommend it be put to the Assembly for immediate removal. The Heads of Government meeting cannot carry the Commonwealth alone. We will restore a full calendar of intergovernmental convening: a standing Commonwealth Military Chiefs of Staff Forum, a Commonwealth Foreign Ministers' Conference, and further sectoral councils as the membership requires, so that the Commonwealth's institutions meet as often as its problems do.
We will stand up a development coordination system, matching struggling member nations with the technology, expertise, and partners they need to thrive, turning the Commonwealth from a meeting of equals on paper into a network of genuine mutual support in practice.
We will reassert the Commonwealth's place at the United Nations and in global affairs through every available channel: coordinated statements, joint delegations, and consistent representation, so that our many member voices, raised together, carry the weight they ought to.
